Residents¡¯ Movement for Peace and Local Governments on Military Bases

U.S. military bases have reportedly had negative impacts on the lives of residents of neighboring areas due to crimes committed by U.S. soldiers, environmental pollution, damage from noise and training, infringement of military camptown women's rights, and unequal systems between South Korea and the U.S., including the ROK-U.S. Status of Forces Agreement (SOFA). These problems are derived from the strengthened military alliance and related military activities at the government level, but from the perspective of the residents, such military activities threaten their safety, violate democratic principles, and infringe on their human rights. Throughout the history of municipal autonomy, residents have held local governments accountable for such negative impacts and called upon them to exercise their authority. However, local governments have not been actively engaged in the safety issues of residents caused by military activities. Given this situation, we will examine these problems from the perspective of residents, share domestic and foreign cases of peace movements by residents as solutions, and discuss the responsible involvement of local governments along with its necessity and related measures, which residents demand.
