South Korean Government’s Peace Initiative – What Went Wrong?

현 정부의 한반도 정책이 많은 기대를 받았던 이유는, 남북정상회담이 정권 말기에 이루어져 남북합의의 이행 추진력에 한계가 있었던 과거 김대중 정부(6.15 공동선언), 노무현 정부(10.4 공동선언)와 달리 남북 정상 간 만남이 정부의 초기에 이루어지면서 현 정부의 한반도 평화구상 기조가 변화 없이 유지되고 남북관계의 평화기반이 정립될 수 있을 것이라는 희망이 있었기 때문이다. 그러나 결과는 오히려 남북관계의 냉각기가 도래하면서 현 정부 임기 내에 남북관계 개선 가능성에 의문이 높아지고 있다. 본 세션은 이에 대한 근본적인 이유를 찾아보고자 한다.

The incumbent South Korean government's policy on the Korean Peninsula created great expectations. As it held an inter-Korean summit within a year of inauguration, unlike the Kim Dae-jung administration (June 15 South-North Joint Declaration) and the Roh Moo-hyun administration (October 4 Joint Declaration), there was hope that the foundation of peace could be established without changing its policy towards North Korea. However, the two Koreas have ended up in another cold period in bilateral relations, which has led to increasing doubts about the possibility of improving inter-Korean relations during the current Moon administration. The purpose of this session is to examine the fundamental reasons behind this situation.
